I have a card that is set to public, and I can access the link directly without logging in. However, when I embed the same card into a webpage it asks me to login.

I want to affirm that you are correct in that all users (whether or not they have a Guru account) should be able to view a public Card even if it is embedded elsewhere.
A few questions to best troubleshoot - have you noticed that all viewers (even those without a Guru account) are experiencing this issue? Additionally, would you be able to attach the link to the Card in question here?
