Ability to set knowledge alerts to send at a certain time

Good idea came up from one of our team members this morning... the ability to issue knowledge alerts to certain Guru groups at certain times of year to refresh their knowledge on timely subjects. I.e. Set a knowledge alert to execute each year on 25th of October, "What are the implications of daylight savings time on standard operations..." etc.
