When you copy and paste a table in Guru, the data for the links to each row also gets copied, so you end up with multiple parts of a Guru card having the same block links. See the screenshot below for an example of what I am talking about. I pasted the link to each row into each row so that you can see what is going on:

Note how the link to rows 1 and 2 are the same for both tables, because those rows were copied to the new table. However, the links to each 3rd row is unique, since they were added later, after only rows 1 and 2 of Table 1 had been copied.
When you try to follow a link that links to multiple blocks in the Guru card, it will only ever lead you to the first instance of that block link.
Current workaround: For any rows that you want to link to, copy the contents of that row over cell-by-cell to a newly created empty row (since creating new empty rows gives the row a unique row link).
