Recover removed user's never published new Card drafts

As an Admin, I need the ability to see another user’s draft Cards, as well as, access or recover new Card drafts or existing Card change drafts of a removed user, so that I can recover any information they may have started to document but didn’t finish (publish) and didn’t share with other collaborators.

We recently removed a user from the team and with that, lost some important change draft info from a card.

@Ian Link, while it isn’t a full solution, as part of shared drafts, drafts of existing cards are now accessible to anyone who can edit the published card. If a user is removed from the team but they’d started or worked on a draft of an existing card, that draft will remain after they’re removed and be accessible to anyone else who can edit that card.
